Morcraven Marsh tannery inside the house south of the road to White Stone at [284,253]. Kelcha sells you 
Leather in batches of 75 leathers for 350 gold coins (gc) after you completed the leather quest.
Note: 350 gc for 75 leather = 4.67 gc each. General stores sell leather for 10 gc each, so her quest is very helpful.
