You can get Perks at the Wraith on Isla Prima. You can also buy cloaks that gives the wearer some of the perks. Before taking a perk be vary careful since the inherent cost of getting a perk may not be obvious. Nearly everyone have had to reset their character because they selected the wrong perks in the beginning. So it might be good to ask others for advice before taking any perk. Taking a perk at a low level is often highly discouraged.

Positive Perks cost pickpoints and a certain amount of gold coins.

Negative

Negative Perks give you pickpoints to spend and cost a certain amount of gold coins.
